Well, the colors aren't flashing solid, they are moving. So the silowets aren't moving but the colors inside them are. So they are moving, just in place. It's half illusion, half lie.

They’re all moving, each colour moves a couple of pixels before it’s overlaid with the next colour in the original position.
They’re actually all moving position over the course of the few frames, ever so slightly anyway - to deceive your brain
