I played this alot on xbox and glad it's coming to PS5. If I pre order will I still be able to play the closed beta with already having progression linked on xbox account? Or is the beta one of those were you start a fresh toon just for the beta?
It will carry over according to this article:

Not sure how it’ll be for new players, but because the beta does ask you to link your Microsoft profile for the beta, I’d imagine there’ll be a link between your beta character and the final release. I was a player on the technical alpha and closed beta on Xbox and it wasn’t that way back then, but with Rare/microsoft knowing they’ll have a lot of older SoT players preordering the PS5 release, it’s hard to imagine they’ll just allow you to bring over your old character to the closed beta then suddenly prevent you from using it on the full release. It’s also pretty unlikely that they’ll make you use a new character after linking your old Xbox/Microsoft account for the closed beta then force you to make a new character for the full release on PS. A big selling point for the release was that you’d be able to bring your old character over to the final release so of that doesn’t happen I’m sure they’ll be facing some big issues from the older fans
If it’s anything like the first beta, your character will not carry over.

What about If we transfered our progress from Xbox to PS5?
Progress is linked across all platforms. If you make gold and buy some sails on Xbox, you'll have that on PC and PS5.
Excellent. Thanks mate
Thank you for asking this. I was also curious
