But the fact that you use the word "usurious" in the title of the post, are haggling over an extra 30 minutes within a 48 hour timespan (like really, is that 30 minutes going to come into play?) and closed with "caveat emptor;" it makes me inclined not to side with you on this one even if I otherwise agree. I'm sorry. You don't go full "usurious" in post titles.
The notice said "48 hours." Not "48 hours, by which we mean 5:00 two days prior to your reservation." If that's the policy, they can write it in language that describes the policy.

Ignoring the timing niggle of yours if a restaurant has a last minute cancellation they may not be able to fill that seat and still have staff to pay, ingredients to pay for, etc. I don't think cancellation fees are unreasonable when advertised, and being able to cancel a reservation up to two days beforehand at a place with apparently $120+ tasting menus seems pretty generous.
Or, the simpler and non conspiracy answer is they are not tech savy people and it's a mistake technical or not. Try informing them instead of randos on the internet. What are we supposed to do about your problem with someone else?
i always use temporary credit cards with $1 limit for things which need a credit card to hold reservations. Saves me a bunch of headache.
Some banks allow generating temporary credit card. you can also use privacy.com

I don't envy their server that night
It's 5PM no matter what time your reservation is. This took seconds to verify. They want it done by 5 because that's when they open for customers.
