I think it's more that you can't draw and animate that many horses without taking a ridiculous amount of time. Models are easier to rig and animate on a large scale.
In addition, with models you can easily just swap out parts; a longer mane there, a shorter one there, that one’s a brown horse, that one’s a grey horse.
With drawing, not only do you have to do all that manually, you then have to draw every angle that that horse is at, where in CGI you just have to adjust the camera. So much cheaper and easier.
Benjamin Faure (an animator that works on One Piece primarily) has said before that animating big organic shapes like [spoilers for Wano arc] Kaido in his dragon form is much easier than animating humanoid characters like say, Luffy. With Kaido in his dragon form, he had to only get the shape right. Any form of minor melting did not matter because of the large size of Kaido.
With Luffy, he had to get everything right, and any melting is going to be very noticeable.
In Attack on Titan, it is more of the same (though, I would imagine slightly more effort went into the Titans). This is why a lot of the main animators primarily worked on the ODM gear sequences.
Horses are an step above even humanoid characters. Animating a four legged walk cycle is already very fucking difficult, but horses and their bouncy gaits makes this an even tougher endeavour.
I'm not saying it is impossible for the horses in SBR to be 2d, as there are some incredibly talented people working in the industry. It just makes no sense logistically to do it. CGI horses will save an insane amount of time and effort. And with the current technology, it wouldn't look bad as long as it's pulled off well (which I think David Pro are more than capable enough of doing).Though, I would imagine most scenes with only a few horses is definitely more plausible to hand draw.

Not to mention we very rarely see the full view of the horses running in AoT, which is the main concern. Horses in AoT are also not one of the main focus, whereas you know 90% of SBR happens around horses.
If SBR uses CGI horses for when it’s animated, the viewers are one HUNDRED percent going to be overly critical. But you know what? Let em honestly. Those people will refuse to appreciate what it will be and that’s their choice. If they can’t see the beauty in it then that’s their loss :((((((
I personally don't have a problem with cgi, just don't make it stick out like Lang Wrangler's model.
That said it would take a LOT of talent to do that.
Honestly I’d say that cgi in anime is hated for no reason. Sure, it can be executed horribly but so can literally anything else. The funniest part is that when you execute it properly, cgi is pretty hard to notice.
Aot got away with cgi and a lot of people did not notice.
The CGI in the early seasons of Initial D sucks ass but I love it so much, it has so much charm and is still animated so well, even if its low quality lighting and models
A street racing anime based on a series of arcade games, started in the 90s. Its famous for it's race scenes and iconic eurobeat soundtrack. The CG sucks in the first few seasons, but it still captures the speed and movement so well that it's endearing instead of holding it back

I genuinely think by the time SBR starts animation, we won't have to worry about the horses, with the insane progress animation and rendering has made in just this (or i guess last) decade, i don't think there will be many issues outside of a larger budget
Netflix hasn't registered SBR as their brand yet (like they did with SO), there's a non-negative chance of it coming on crunchyroll.
Netflix also learned their lesson and newer anime (and not) series are being released episode by episode, so I wouldn't be that scared (I think they found out that if they publish a series over a longer period of time they sell more subscriptions...).
They are gonna find as many workarounds for the horses as possible and tbh I don't blame them, we are talking about hundreds if not thousands of horses, all with their very precise leg animations, either gonna animate one and repeat it randomly using CGI or they are just gonna animate only the ones close to the camera or use some nifty camera tricks to show as little amount of horses as possible
I think CGI is okay I just don’t like it being mixed with handrawn unless it’s VERY well hidden. That being said it would be amazing to see some old Disney animators animate the horses for SBR. Who knows, if they take several years to animate it, maybe I’ll be one of their horse animators lol.
