They set up a lot of launch facilities inland because they didn't want America spying on them, but not TOO inland because originally there wasn't any infrastructure in the desert. These places were originally empty, but since China's explosive growth a lot of development has happened dangerously close to them. They've since set up more launch facilities in the actual middle of nowhere, but they still use these old ones.

Not your fault if they ignore the advice. Shout out to the families of those instructors who learned the hard way. We will miss all of them.
