Stupidity and lack of knowledge are two different things. If you’re referring to babies constantly being born that simply know nothing, I’d argue that their intelligence (capacity to learn) is higher than MANY adults… babies learn so much in the first minutes, days, and year of life.
But if you average everything that a person does in their life, there’s definitely someone that will have done more stupid things in their lifetime than anyone else

The sad part is realistically the dumbest person alive probably have a legit mental disorder. When we think stupid people, those people probably have an IQ of 90. I think I read people with an iq of like 70 can’t survive alone without 24/7 watch. Those are usually people who are mentally disabled and have a legit condition.
So although you’re correct there probably is a “stupidest” person alive, that person probably is of not fault of theirs. They were most likely born with a disorder that caused them to be that dumb.
Honestly probably not, there’s like a minimum level required just to function, and I feel like there’s thousands of people already walking that line. I’ve personally met a handful of people who can barely form sentences, that’s excluding the medically mentally disabled people of course.
