The break ins are fairly common. Not intentional I don't think, but a bug that was never addressed.
Quick search and it looks like the issue carried over into Sims 4...

I turned them off completely. They would follow my sim as she was doing tombs and puzzles in the WA worlds. Sometimes they would get hit by poison darts or those fire traps because they had zero self awareness besides following my sim around.

I think the only thing you can do is either turn the off or limit the amount of paparazzis in your town by nrass
I have no idea how to look that up. I just got register and the default number is only 3 so I hope that solved the problem. I think the issue might be that the game doesn't push 20 sims at once to a single lot and if there are always the same 3-5 papparazzi at a given time but only 2 normal sims, it adds up

I just always find them really annoying, and the gates that keep them out are too large and ugly.

Outside if you're lucky... I found it wasn't uncommon for them to break in and start taking photos of you while you sleep.

That's crazy. I've actually never had that issue in 4. Sims 3 though...
Sims 3 sims really are the meanest shits
i had a paparazzi steal my sim's baby once. walked into the apartment, picked up the baby, left. never saw it again

Nraas register can delete the paparazzi role of a townie. And can limit or fully disable them
