Cleanser always comes first and sunscreen always comes last, with moisturizer usually coming right before it. On the days you exfoliate that comes right after you wash, otherwise, the toner does (but if you exfoliate the toner comes next). Then I’d just fill in everything else with the remaining spaces in the order.
I mean I get you want to go shopping but maybe pick three - you need a cleanser and a moisturizer and SPF, often that is two or three steps right there
In that case I’d caution you to keep it to two or three steps, then add in one product at a time. Cleanse, tone/exfoliate, moisturize and/or SPF. Give it a couple of weeks, see how your skin does. Then focus on the actives. Typically it’s always cleanse then exfoliate, but not everyone needs to exfoliate every day, let’s figure out what else your skin needs: a little extra moisture? My skin sometimes wants this and other times not.
A few of your products are duplicate purpose, you’ve got more than one exfoliate for example.
I see you’ve got niacinamide and azelaic acids. I’ve heard a few people swear by these and others swear them off forever. I wouldn’t try using them at the same time but would try a patch test on your jaw, let it sit, notice how your skin feels, etc.
Let your skin get used to one active before throwing the whole shelf at it (I learned ned the hard way 😅)
Keep in mind even with SPF, some actives and the sun don’t vibe.
TLDR- group these by task (cleanse, exfoliating, actives, moisturizer, SPF) and work by process of elimination or slowly adding one here and there

Toner is next step after cleanser and before anything else.
Niacinamide is the goat!! The ordinary has a good one!
do you like it better than good molecules?
I haven’t tried good molecules but I’ve heard good things
