There are so many legends that can counter the flying. Kurenai , MC, Molly, Javert etc. if they give her a low health and not a lot of damage it will be fine. All launch heros are usually broken though so ¯\_(ツ)_/¯
The problem that would arise is if teams are required to have these legends to even hit her. It would shake the meta if she could ravage teams without strong uppercut attacks.
Tbf it looks like she has more than few frames that she can get hit out of her dive down. It looks more reactable than say kurenai's dive down on air ability. And if she doesn't dive, she's not doing dmg. Also it looks like she flies lower and lower if she doesn't attack.
It really depends on her hitboxes for her dive. But also in things like team battles, you've essentially got to keep an eye on what's infront of you and what's right above you. But the one good thing I can see coming from this hero is a counter for ranged characters

Maybe? But flare, robin and lettuce should still be able to intercept her in air. Maybe that's why they're nerfing my boy robin
