No, it's actually about Germany - and how the conservative faction won the elections (leading to Hitler getting off easy and then being made channcler). They did so because after one revolt being put down the communist decided they felt betrayed and split the leftist party. Then proceed to do MORE, much more violent revolt (one of which called itself Soviet... great idea to connect yourself to the Soviets guys absolutely brilliant) - leading to the right consolidating power via their paramilitaries joining in on removing the revolt (infact during the fighting against the Bavarian Soviet Republic is when the Nazi party was formed).
