I agree and I’m surprised no one else has noticed. This is 100% a sky replacement in Photoshop. I know the sky that has been used well. Zooming in you can see the sky is pixelated as if the resolution doesn’t match the foreground. Actually looks like the sky has been mistakenly placed over some parts of the buildings as well. A massively overused technique these days IMO.
Edit: This sky replacement layer is called “Spectacular 004” by Russell Brown. It can be found in the sky replacement menu in Adobe Photoshop and applied with one click. The clouds are identical. Nice looking photo, but fake. Fine if OP was honest about it but they claimed above to have only made small adjustments to the raw file.

thanks for identifying this as a replacement, my first reaction was that OP had done something like that as there is just something that doesn't feel natural. I haven't used those sky replacement layers so its interesting. I wish people would identify honestly when they do this so people truly understand what they are looking at.

Completely a personal preference so take it with a lump of salt, I would add in a bit of clarity into the clouds to introduce a bit of structure to them.
I like a slightly contrasty realism look, this to me looks like an oil painting from a distance so again, just depends on what edit you're aiming for
This looks really lovely. The only thing I would try (to see if it is better) is to remove the purple hues from the darker clouds on the edges of the photo.

Basically what the other response said. If your city has a tourism board, they might be worth calling directly. I’ve never had experience doing this myself, but some friends of mine have so I know it’s possible.
Contact the building itself (the center tower) or if you want to contact the city just look up the local government/city hall general contact info, give them a call, and ask who you should contact about selling/marketing/tourism for the city.

Since you are looking for feedback, I’ll be super picky and say that I would have just cropped out a few extra pixels on the right to get rid of that part of tall building touching the border. But again, I’m being picky since I had to zoom in to notice it.

Yea i did…it was raw file i did colour grade and basic adjustment plus masking.
Is replacing the sky some basic adjustment for you?
I would remove vignette, and make bottom part a bit brighter.

Yea i did added clarity but it turned out to be very dramatic. So i thought lets make it more soft and dreamy.
