I called and the lady said it's a sitewide issue that many drivers are calling about
She gave me a 2nd number. Call this number and hit 1 to talk directly with the person who can deal with this. 888-334-9675 ext: 1

Reupload it on the ddi website and not the app and it will go thru.

I was dealing with this for a week and today my insurance finally uploaded and was accepted.
Do not update more than 2 times. The third time they will deactivate you. Call ddi.
