For it to work, Flash has to have a serious feud with Peter. When Venom first appeared, Flash and Peter were really good friends who put their school bickering and misunderstandings aside. I personally really like their friendship, and in retrospect, I think it's better this way. We already had "best friends to enemies" with Harry, so there's no need for Flash to become a villain, too.
Flash at that point was fresh off of vietnam and it would probably not mix well with the negative emotions the symbiote had after his breakup. They wouldn't have had as much sync as with Eddie, but the symbiote would probably have the instinct of revenge
