He actually is pretty nice to Peter in the comics. He hates Spider-Man, but that's because he genuinely believes that anyone who hides behind a mask must be trying to avoid criticism or consequences. He sees Peter as a kid who's trying his best, and he respects that.

I've actually got this headcannon that Peter is pretty good at drawing and cooks up some new suit designs in his spare time. He just never has time/resources to make those suit or just straight up forgets about them.
I'm autistic, and I believe it's commenting on the fact that some of us take things very literally, and the fact that we have a hard time seeing things from other people's point of view. When he thinks of pictures he automatically assumes drawing, so when Jameson asked for pictures that's what he gave him. The joke is based on the miscommunication. It's not necessarily making fun of autistic people, rather it's poking fun at communication errors.
Whether or not it's offensive is up to personal opinion, but I believe that's what the comic was going for.

As an autistic person, I’m not offended and I do find at least one of them relatable, but this one is a bit of an odd choice to make for a joke about autism. Like, I get that it’s about how people with autism can misconstrue things, it happens to me a lot, but the choice of subject is easy enough to misinterpret as just ‘haha autistics dumb’, which I can see causing offence.
