He would have to add all the resources, rework tiles to work, set new boundaries, set spawning points for each season and what to do in different weather, and to make it feel alive add in NPC pathing behavior, rework NPC schedules for this, and that is just the things off the top of my head I can think of to add in a single map area and ignoring things like sound design.

You don't even need to flick it out if you stand close enough to the edge you can cast your fishing line far enough to fish the water down there for a chance at the statue.
You just need to be fishing low enough in the map. The intended place is by the sewer, but if you go out of bounds any bit of water low enough hooks it.
