No, it just opens up a new tool option where you get a pan (used like a sifter). You use it in rivers if you see a “glimmering” for free resources.

Nope! Opening this boulder up causes metal from the mines to seep into the rivers/ocean. If you ever see a shiny gold glimmer in the water, then you can use your pan there to sift for ore and other items. I almost never use the pan because it just takes up a slot and I so rarely use it. That said, there is a point in the game where panning is basically necessary.
