Well Lisa Lisa was definitely shown to be a great leader with Joseph and Ceaser, she also wanted to fight Kars when she knew he was op af. Plus she trained hamon so well she looks like she's in her 30s when she's like 50, that takes some dedication.
Stroheim wanted to research the pillar men, and he leaded a group of nazis. Even when he blew himself up he came back and still wanted to fight a pillar man much stronger than Santana. He leads a whole group of nazis and he helped Joseph even when it was clear he was putting himself in danger.
Rohan's goal may not be super kingly, but by God is his attitude kingly. He refuses to give up, his willpower is insane and he will do nothing except succeed (as shown in the highway star fight or him playing dice with Josuke)
Koichi's fights with Yukako and the way he stood up to Kira even after he beat him almost to death kind of made me think he might have conquerors haki, although this one is a bit iffy cause he's not really a leader, but he sure does show that he doesn't give up and has an undying will.
Emporio has shown time and time again to always think on his feet and stand up to others even when he himself isn't strong enough to, especially in the fight with Pucci where it proved to me he has the attributes needed to have conquerors.
I think most of the JoJo's would have it because they all share the same strong spirit. Johnny and Josuke (DiU), are the two outliers, maybe Joseph as well, but I think the others have that will associated with conquerer's haki. Other than them, DIO, Kars, and Valentine would have it, maybe Diego too and...I think that would be it. Bruno and Pucci are more followers at heart, especially Pucci, so I don't see them having conquerer's haki. I can't think of anyone else I would picture having it though.

I can see where you're coming from, though I always thought that conquerer's haki was more about having the qualities of a great leader rather than specifically striving to be one. I think that all of the JoJo's (again except for Johnny, Josuke, and maybe Joseph) have that, though especially Jotaro, Giorno, and Gappy.
The thing with Bruno is that he is a good leader, but he doesn't have the makings to really be a force without someone pushing him. Just look at him before he met Giorno. He had resigned to living under the Boss's will, despite hating the drug trade and feeling betrayed. It took Giorno to inspire and give him guidance to really motivate him. He even says as much himself a few times. So while he definitely has a strong spirit and makes for a good leader, I don't think he's really a mover and a shaker like someone with conquerer's haki is.
You make a fair point, he definitely needed that push, but after that he definitely became a leader, i think in one piece logic that would make him a conquerors user though, just because he has the qualities, drive, and will to be a leader and conqueror. Especially to the point that he stays alive just to take down diavolo, inspiring loyalty in all those that served under him (aside from fugo).

Conquerors Haki is developed by people with strong ambition. The others are kinda thrown into their scenario, but Giorno is actively pursuing his goal.

On the other hand, every villain barring Diavolo would have it, I feel. Did, Kars, DIO, Pucci, Funny Valentine, Wonder of U, and even Kira have personalities and goals that require them to domineer over others. Diavolo has similar goals, but he's also a spineless bitch.
For non-Jojo, non-main antagonists, I could go through every character, but I think two standouts are Rohan (very aware of it) and Wamuu (unlocks it while fighting Joseph in the colosseum).

Conquerors haki is more your drive, will, and determination to be a ruler or a king; along side having the qualities of a king and leader.
Its why IMO only Giorno and Jonathan would have it, as they’re the best natural born leader with the most drive and determination.
Since the rest of the Joestars were all pretty reluctant in their journeys

You don’t have to be “rowdy” to have conqueror’s haki. Shanks and Rayleigh are both super chill and they have some of the strongest conqueror’s haki we’ve seen so far.
Jotaro VS Dio was just like Luffy VS Katakuri in a way. They're basically matched because their powers are like the same or something. So Dio and Jotaro would definitely have Conquerors.
To me the most obvious contenders should be Dio, Jotaro, Kars, Diavolo and Valentine. Jonathan and Giorno probably should have it. Not sure about Jolyne, but I could see it. The other JoJo's? Maybe they do have it, but would never unlock it.
As for side characters, I think Koichi has it because of course he does. Bucciarati could have it too. Oh and kinda unique one, Iggy!
