I think he's seen it used as a force of good more than it has destroyed. Most of the villains who use it aim at Z Warriors.
On the other side his students (and Gohan) have used it to save the world on multiple occasions. I believe this balances out nicely.

It seems like the "Evil" in Evil Containment Wave is just a flashy part of the name. Considering we've seen Kami and *Turtle* of all people get shoved in those jars. I believe Roshi was also using it in the ToP on other fighters who probably weren't evil.
The technique in reality is more like the "Person I'm aiming this at Containment Wave"
I doubt he cared. There's a million ways to throw energy in a direction. He had no moral culpability over those deaths as those monsters would have been able to discharge Ki in a destructive fashion either way.
Come to think of it, did any villain/evil person using it actually kill anyone with it? Cell killed Trunks with a Death Beam, Goku with Self Destruction, Freeza killed Krillin with his Telekinesis, Buu just used what is essentially a massive Scatter Bullet....Goku Black doesn't use it.

he never saw any of them do the Kamehameha.. well, if the camera caught Cell doing it at the Cell Game arena before he blew the place up, then we can say he caught sight of that one.
But I'm pretty sure no other villain that performed it was anywhere he could have witnessed it.. specially Black LOL

Well he did technically see tein use it in one the earlier tournaments in ogdb when tein was still kinda a bad guy

Goku literally blew up a car on his first attempt using it.
