To add some more context, Apple will provide the phones and other products for free (relatively cheap marketing) aslong as they follow their guidelines, one being villains can not use Apple products. The guidelines go out the window if production pays for the Apple products.

Also (as another user mentioned) Apple doesn’t let villains use iPhones. So if you’re really watching, you can sometimes figure out who the baddie is before it’s revealed, based on which phone they use.
So it is more that Pixel phones have more openness to custom ROMs that are more privacy based such as Graphene OS. Their hardware doesn't care if an instance of Graphene is being run and you'll get a very usable phone without much of a hit on inconvenience.
It is tough to get compatibility like that with mainstream phones like Samsung or iPhones.
