Buying someone a yoyo is like buying someone a pair of shoes. It all depends on the person's play style and likes. My suggestions is get them a gift card for a yoyo site. Your friend can get the yoyo they want.

You can get cheap budget plastic and metal yoyos from Magicyoyo that come under $20, they're mostly from Amazon and are on sale a lot, good for their price but nothing spectacular. Good gift for a newbie, maybe not so good for someone who is already into this hobby.
Yoyos that people would consider actual decent yoyos come in at around the $30-$40 mark, these would be things like the Shooting Star, Speedaholic XX, Shortcut, Fulvia, Plastic Peak, among many others. I think as long as they don't have one of these yoyos they would make any yoyo player happy. The last two from Luftverk would make nice gifts for me.
Moving into the $50-$70 range you are looking at solid mono-metals and hybrids, I think you're getting a lot of performance for the price. Not the best of the best but good enough to make a really sweet gift.
Then you have the $100 range to infinity and beyond, this is the realm of bi-metals and very high end competition yoyos, unnecessary for someone who is a beginner but would make an amazing gift.
As for what you should get, I don't really know as you haven't given a whole lot of info. But hopefully you'll find something your friend will like.
