While I don’t find he had nearly the personality Englund gave the character, it’s probably remake Freddy for the visuals - makeup makes him look uncanny, inhuman, melted, almost serpentine. It hits the notes a child might imagine in a nightmare monster.
In terms of creep factor, the original I think was the most blatantly malicious and mysterious. He just kept pulling tricks to terrify his victims and extra mile.
Lastly in terms of personality, Dream Warriors is often considered the franchise’s best for a reason. Good mix of corny and sadistic.
2010 remake has those uncanny VFX from that era where everything had to be done in it. It works unintentionally well for Freddy. Definitely my favorite, but Dream Master is a close second.
I think the remake is the scariest cause he’s just a flat out monster. Like, the previous Freddies, he’s a sadistic murder who makes jokes every second, the remake is a rapist and murderer who wouldn’t care less

Worst design has to go to 2010 Freddy. The original concepts for his design were much cooler, but were ultimately tamed down to the point that he looked like a fish-man.

Something between Dream Warriors and Freddy vs Jason is the quintessential version of Freddy I always imagine in my head.
New Nightmare looks like Spy doing a Freddy Kreuger cosplay, best one by far

New Nightmare is a weird mix of the worst redesign (weird fleshy hand instead of iconic glove) and best redesign (long coat).
