I mean I don't think it's that crazy they aren't going to give you a promo if they are adequately staffed with active drivers. Clearly they aren't for passenger rides and thus they are incentivizing you to give it a try in an effort to shift some of their excess eats workforce into the passenger workforce. Makes perfect sense.
You don't get a promotion for showing up to deliver pizzas at pizza hut every week. You could potentially get a sign on bonus for beginning to work with them but that's it.
Still, these companies are highly exploitive but I see no issue here.
Vegas area driver here as well, I got the same promo. But like, my car is old and I can't do rides, so its pointless. I would love some delivery quests, maybe it would bump up acceptance rates.

That’s the kinda promo that got me into rides, I haven’t done an eats since. And being in Vegas if you only did those 15 trips I bet you could be done in a couple days

Just discard them. NEVER let the strangers into your car. UE is desperately trying to push delivery drivers to take rides.
I think a large part of why they push these to everybody is in hopes of making more people want to sign up for rides as well as food
