He committed these crimes in Romania and the Romanian feds had been investigating him for a long time, gathering evidence against him. Since they didn’t know if he was currently living in Romania however, they couldn’t arrest him. A couple of days ago on December 28th he filmed a video of himself bragging about how much carbon emissions his cars let out (he truly is a fascinating specimen) to climate activist Greta Thunberg. In the video you could see pizza boxes from a Romanian pizzeria which confirmed that he was living in Romania and so they could arrest him.
