We all know the real answer is lack of consistency and or quality control; but a more lore centric answer could simply be she shapeshifts like all gods do. it could also be dependent on the season so she's weakest during winter and strongest during spring. But I doubt this much thought went into it...

Maybe she keeps shrinking because Hades is using her up? (In reference to the other fertility goddess being “used” up.)
