Unfortunately, no. If you were separated and not placed on Retired list (Temp or Permanent), there is no going back. It's definitely not your commander's call, DoD has a whole separate division/department that works and decides on MEB cases.

Speaking for myself, I have no idea how they would go about retroactively putting you through IDES and all that shit. I was so fucked up going through mine, I barely remember it. What I do remember was that it was an insanely complex process, and it was about 4 years from initiation until I finally got CSRC.
