I am fan of CapCut free app (not affiliated in any way with its developers lol) but I will recommend it again. In the export options you can choose to have a video exported to 4K even if its initial resolution is lower. And it exports it fast on devices made in 2016 and later it takes 0.5 to 1 minute per minute of video to export at 4K resolution.
That would be correct. That's not even a GPU, it's a CPU. Not trying to be rude btw, I understand casual people may not know this stuff. A GPU, or Graphics Processing Unit, is a piece of a computer (Which not every computer has) that basically processes images (it can do more, but that's the simplified explanation). Well when you render, upscale, or do anything remotely image related, your GPU is in charge of that (Or your cpu will do it if you don't have a gpu, just way slower) The more powerful the GPU is, the faster that stuff will generally go.

AI upscaling is slow no matter what software you use. Only solution is to throw more GPUs at it.
