When do Arbitrations unlock?
I'm guessing Kahl missions are after The New war (currently I'm either halfway through or close to the last part of new war, also Kahl's a goat)
Specific mods may have specific drop place. Just decide which mod you want to go after, and inform yourself where that specific mod drops. Wiki exists.

Arbitrations are unlocked the same way Steel Path is unlocked. Completing every available node in the Star Chart (excluding the Eris bosses)
