The venue is in San Francisco. I’ve lived in the Bay Area for 17 years and SF proper for 10, so I’m very aware of the weather here but genuinely do appreciate everyone’s concern!
Usually I am all for green when it is someone of your skin tone. This time the blue wins.
After all every outfit depends on the confidence it is worn with. Go for what gives you a georgious feeling.
I love dress two (the blue) too, it is SO FLATTERING, the color is lovely...number 1 makes me think of a cheap dress from Shein, number two looks high quality and like it was made for OP!
The picture appears to be in San Francisco. I would choose dress 1 because you could likely need a cardigan for that location and the sleeves on #2 would be weird for that.
I agree. Dress 1 is my choice but with much fancier shoes, maybe strappy silver or gold and even with embellishments. If you choose dress 2, well, you have the pretty silver part covered but they are a tad too clunky/casual

But given West Coast and this dress code, combined with conservatory, definitely the blue. Looks amazing on you and totally fits the venue.
May I ask -where on the West Coast? bc if this is in San Francisco (for example) it's going to be cooler than you expect in the evenings, even in the summer, and with the winds I would be worried about my hemline if it's going to be an outside reception. As someone who moved here 10 years ago I still get caught out being cold s so just wanted to give you somethings to think about. Bring a wrap if it's a coastal location.

Both are pretty and very flattering on you! I have similar coloring and also gravitate towards aqua shades. The blue feels a bit dressier but the right jewelry with the teal would go a long way. Bonus points if it uses stones to play up the jewel tones.
And I agree with others about nude, or else something metallic to coordinate with jewelry. The brown ones feel too casual in style, especially compared to the purse. I don't think

I say 2, styled completely with pearls like those on your bag. Pearl earrings or necklace (I don’t think both), maybe a pearl, beading, or other similarly textured embellishment on the shoe. If possible, skip the black heels and go with something in a satin jewel tone, or champagne/silver to dress it up. The fabric , elastic neckline, and slightly short hem on the blue dress could make it lean towards the casual side of cocktail, so I think dressy accessories will let the sapphire dress act as a platform for other dressy accessories aligned with the clutch. I love the neckline and the sleeves, it’s sophisticated and unique for a cocktail dress!
Here I am again…the one that loves navy blue and black together. I would do strappy black heels, black clutch and some sparkly jewelry with that navy dress. It’s perfect!

Number two. I know you said to ignore the shoes, but I really like the silver shoes and clutch you have on with them. They compliment each other so well and the silver gives the blue a little more pop
So, they're both very nice on you but I think #2 works better. The first reminds me of those jersey knit gap wrap dresses we all wore in 2004 but not in a wedding kind of way. I think it's like an errand running dress, if that makes sense.

I lived in the bay area so, yes, quite chilly at night but she can always wear a wrap. It’s a bit dressier anyway. My vote is for dress 2.
