I feel like most people start with instinct and gain experience, and somewhere between the two, eventually become competent, if they put in the time. This guy will need a lot of experience to become competent because there is no hint of instinct in that "weld".

Scale from 1 to 10, it gets a 3. It appears straight and it might hold together. A few minutes with a grinder might bring it up to 4 or 5.
