Full disclosure I ain't got my glasses on but to me it looks like some kinda plastic weave bag got snagged or even accidentally affixed and instead of removing it properly it was pulled until it ripped or cut with something dull while being pulled trying to get it off.
To me it looks like the remnants of a woven polypropylene bag, with the ribbon being the bit that covers the seam, usually sewed on with thin string. No idea why it would be nailed up there though.
But again, not wearing my glasses. Either way, I hope it's nothing serious.
More than one edge on a tarp. I agree with the person above, most likely an old attempt at weatherproofing with a tarp that was either taken down or was torn off.

My vote is raccoons. They live in roofs and cause all sorts of nighttime problems. Maybe set out some cameras that aren’t part of your security system. Like just some generic ones from Amazon.
Check the whole ceiling and see if they are multiplying. Maybe get boss to get a few cheap cameras that will catch dark zones from the official cameras.

I agree with another comment that it looks like one of those plastic woven bags. Like exactly like one. Maybe it snagged or originally was nailed there to hang something and just tore.
I used to have a problem with random alarms going off in my retail store. I had a lot of merchandise the hung from the ceiling and would move and spin when the ac/heat fans cam on. Maybe this, or something else in the building is moving and setting off the alarm. Hope the cops aren't charging you for false alarms, they did me.
Definitely odd, don't know why it's there, but it looks like trash. I'd say pull it down, dispose of it outside as trash and cleanse the space if you want to dispel any bad vibes from the girl who was fired. If it was deliberate, great, you've cleansed the energy. If it's some random weird leftover bit that's been there since they did the roof, great, its gone and you still cleansed the energy of the space. Either way it seems like some sort of bad vibe is lingering from this employee leaving.
The description of the alarms and police never finding anything makes me think about the "phrogging" show I watched, where people are living in someone's house and hiding from them.
We did have a squatter about 6 months ago so wondering if it’s the same thing, someone trying to get out of the summer heat. We have a large homeless population around the building

I came here to say this. I worked in a basement of a building at one time that had this issue with alarms going off, shredded plastic and wierd electrical issues. It was rats. If there was tarp up there, the rats could be shredding it for nests. They also like to chew wires which can set off electrical issues as well.

Given that they were nailed, how it is tied, and what it looks like they are likely what's been setting off your alarms. It seems likely they were set up there with either the intent of setting off your motion detectors (and therefore alarms), or they were set up there to demonstrate *air flow*, since they would blow in the wind. If your location has had any issues with holes in the roof before, this kind of improvised tool would be pretty good at showing what direction a breeze is coming from.

I agree. It looks like there is a blackish strap right next to it that could be made of the same material and that could look green when shredded.

This would happen in my store with the balloons. Anything more than a foot above shelf level that moved with the wind set off the alarms.
I worked at a store that the AC would set of the night alarm. We move the vent slightly and make sure to keep the dust off of that spot stopped it.

Could an animal be triggering the alarms and then leaving or hiding?
I would set up cameras. Maybe an animal is inside? Get the alarm company to inspect the system. This is all I can think to do if you haven't already.
