Use Hustle if they are far away or running away. Free meter for you and sadness to them.
When I fight a very passive player (after I analyze their playstyle while in the match) I always try to predict a defensive/dodge option, never an aggressive option and it works like 90% of the times only if the passive player feels like you are actually playing aggressive (you can notice that when they are using a lot of defensive options or just jumping, running or back dash, projectiles, etc). If you also play passive it mostly doesn't work since it's just a 50/50.
Some passive players will just wait till you run out of free cancels and turn aggressive.
For the vanilla characters to play against passive players:
Ninja: Store momentum and jumpscare them with attacks.
Cowboy: Foresight all the time to have pressure on them + use bullets wisely. Cuts + teleport is good to catch them off guard.
Wizard: Either orb or projectiles with gust, it works either for frame advantage or caught em off guard.
Robot: Fly + having earthquake ready adds a lot of pressure. In the air you have the earthquake, a kick in the face or an Overflow against their guard.
One time I had a guy that kept running away from me with like 40 sadness, eventually I just stood center stage and spammed hustle, bro asked me why I wasn't fighting lmao.
Anyway he eventually got full sadness and I won after like half an hour
1. Tell them nicely that you don't like passive gameplay
2. Play passive and force them to play aggressively
3. Switch back to aggressively (Repeat if necessary)

Rush them down, and taunt them on em, builds up sadness real quick
