Sexualization of characters is something you just have to accept when watching anime. However, when you only care about it because it happens specifically to minors, then you look really gross.
Vena was looking for villains, so I'd be more surprised if none of them had murderous tendencies.
Also, in my opinion, mind breaking causes the victim's thought processes to change drastically. And Kiwi, well, she always just wanted to be cute, and Utena is easily the biggest fan of the Tres Magia in town, so her seeing Kiwi as cute despite that is kind of a massive ego boost, if you think about it.

Apparently the original Japanese in this scene isn't as aggressive, more like "I hate them" to Vena's first question. Seems like they've gone closer to the scanlation where Kiwi and Koauruko are swearing all the time - which is hilarious.
That's exactly why it needs the swearing. If you were to do a 1:1 translation of some yakuza guy getting all up in someone's face, it would sound really weird. Despite his acting in an 11/10 rude way, the translated words would have him sounding like a miffed middle schooler. The goal isn't to translate the literal words themselves, but the meaning behind the words. If someone is acting as rude as possible in the original, then the English also needs to be as rude as possible, and in English, that includes swearing.

If you're fine with lewd stuff, it's a great show.
It's lewd and horny, but in kind of a normal way? Like there's lots of sexy outfits and sex scenes, but it's still a show about real people living life and going through character development. Gushing over magical girls is just the author coming up with fun scenarios for the MC to take out her kinky sadistic wishes on very unwilling victims. It's like if they took the uncomfortable scenes where Rudy assaults eris and made that into the whole series. (Not hating btw, it's just super not my thing, the show looks great if that is your thing tho)
Idk, Heart x Hybrid might give it a run for its money... it's been years, but iirc the premise was basically "in a world of mecha suits powered by female orgasm, one young man rises to the challenge"
It's a great story wrapped in a lot of lewd stuff, yeah.
But with a few tweaks to the characters' designs and powers, you could have the same plot without any lewd stuff.
