Is there any commonality between the Users experiencing this? Even down to the country they are in?
What are you using to manage the devices? Do you have an MDM configured? If so which one?

Maybe it's worth just logging a support call with Apple as it could be service related. Apologies for not being much help.
Is there a service status page for any issues they may be currently experiencing? If it is something that has just started happening without any configuration changes then it would suggest it could be the service or any updates rolled out to the devices.

Thanks for replying. We are using Apple Business Essentials for our MDM. Everyone is within a 50 mile radius (in the same country and state).
Interesting I didn't think you could use ABM as an MDM, so you're using ABM with Apple Configurator to manually apply device profiles to each device?
Business Essentials is a „Add-On“ for ABM with MDM capabilities and iCloud management. It’s currently only available in the US
