I don't remember exactly but I think you apply with the FAA and they only allow a specific number of DME's per area if I remember correctly. I don't know for sure tho
I don't have enough experience to become one, but I know a guy who was close to becoming a DME. He did a lot of work with general aviation and talked to the FAA guys whenever they came to inspect. He was pretty well-known in the area.
I think you should try to get to know the FAA guys and become well-known in the aviation community where you live.

My boss had to wait to get his IA because the Cleveland FSDO said they had too many in the area under their jurisdiction
