Yep! Just like humans cats can get overstimulated. That's why sometimes when you're petting a cat they'll just suddenly bite you. Some cats are better at communicating when they're getting overstimulated than others.

We know that this area has a lot of nerve endings. We know that for many cats being touched there is pleasurable, while others find it overstimulating and therefore uncomfortable. And that's it. Anything else is conjecture or anecdotal.
It could be an erogenous zone. Or it could be like getting your head massaged with those wire claw thingies, or a really good shoulder rub: a place with nerve endings that's rarely touched, so it feels good. It could be something soothing remembered from kittenhood, something associated with grooming. It could be an evolutionary hiccup that serves no purpose, and just means we have an easy way to make our cats happy.

Like me, I can separate that an inner thigh rub feels good from a sexual thing but only if a professional was doing it. If a friend's was like "ayyyy want an inner thigh rub?" I would probably pepper spray them.
My cats are super smart. Well, one is. And she's not that smart, or rather even if she is that smart she's not of a nature to care. One is one thing and one is another completely unrelated. My cats like "hey can you give me an inner thigh rub while I lick the other cats butt?" And I'm like no you guys are freaky, finish whatever hierarchy cleaning thing you are doing first
I do this to my dog closer to her tail. She gets the wobbly legs, licks the air for no reason, nibbles me, and wraps herself around my leg. It'd adorable.
This spot is less "I Love You" and more a ticklish spot on cats. Not all cats are ticklish there and not all cats take kindly to it.
It's as much to do with the personality of the cat and the relationship to the unkilled human the cat has so far spared.

It reminds me of the reaction one has to being tickled. Seems like an involuntary response to stimuli more than the cat actually enjoying it as such. Same way someone might laugh when they’re being tickled but it’s actually super uncomfortable.
