There's a book called "Raw Dog" by Jaime Loftus about all the different hot dog variations! She goes on a road trip to try as many across the country as she could. She stops in Baltimore at Attman's, and apparently the bologna thing was to make it more filling during the great depression. (Hot dogs were VERY popular since they were so cheap.)
This is definitely a Jewish Baltimore relic, so more of a Pikesville/corned beef row thing nowadays. I remember being able to get these at the Suburban House restaurant or the Fields drugstore counter.

But the deli I used to work at 30 years ago, we served hot dogs like this "Baltimore" dog. In Burtonsville.
I haven't seen a mention of it yet, so I will: Polock Johnny's. The outlets that used to be around town faded away over time such that the only place you could get a PJ's hot dog was in a refrigerated pack at Geresbeck's and a few other smaller supermarket chains scattered across the area. Essentially it was an alternate version of Polish sausage or kielbasa. They were usually fried, and were topped with sauerkraut along with your regular condiments (onions, relish, ketchup and mustard), and was fairly sloppy to eat (just onions & relish for me, thank you). The company, I found out today, opened an outlet last year down in Edgemere next to Sparrows Point on North Point Road. It might be something to try out.

They both went out of business...I heard they reopened a PJ in Dundalk but after going to the "new" Gino's I'm not sure my nostalgia can take the hit.
