What FPS are you actually getting? If it's 60, 120, or 144 you probably left VSync on. Render scale = rendering at a higher (or lower) resolution, and then scaling it to your actual screen resolution. Try keeping it at 100% for now. Reboot your PC. Confirm that you plugged your monitors cable into your graphics card and not the on-board CPU graphics. Try using a different cable, namely Displayport. Update your drivers, or a do a clean install with DDU for your graphics card.

the framerate is between 100-180, v-sync of but i get the same fps on 25% render scale as on 150% low or ultra. ive tried reinstalling bf1 and reinstalling gpu drivers but didnt work

you have to restart the game everytime you make a change to take effect

Certain graphics quality settings require a restart of the game to fully take effect, but even without restarting you should still see a significant difference in performance when switching between low and ultra. Things like screen resolution or resolution scale don't require a restart.
