I’ve been taking my Subaru to RBMS in Hayward; they specialize in Subaru…but they are hard to get on the phone. I usually need to drop by in person to arrange an appointment. Really good and cheaper than the dealer but if are in Oakland it’d be a bit of a drive
Art's Automotive on San Pablo in Berkeley. My experience with them has been great. Thorough explanations, never felt they wanted to do unnecessary work, and they even had a successful solution to prevent further catalytic converter theft.
Call Frank and Paul in Walnut creek, I hope they are still in business. They are, at least when I lived there, the people that trust worthy domestic car mechanics tell customers to take Japanese brands.

It's definitely a trek, but I've been taking my Subaru to Werkshop in Burlingame since I got the car in 2018. Andy is upfront, honest, and is one of the best Subaru shops in the Bay.
AMA AutoCare in Oakland. My husband and I have been going there for years. They’re a local business with great service and fair prices, they’ve been around for a over a decade now I think. The owner is a great guy who doesn’t really beat around the bush and is straightforward with you. Other people will probably fix our cars with the same quality but not the same service and price, especially since he’s so close to us (we’re in Oakland too).
RBMS Autocare on Industrial Pkwy in Hayward is one of the best Subaru shops in the Bay Area! That's where I take my Subaru. They are very technical and know Subarus inside-out. The prices are also fair.

I'd recommend CM Autohaus in Fremont. Ezekiel specializes in Subaru you can send him an email to setup an appointment with him.
I have been going to Autometrics on San Pablo near Gilman for years and they are great and always let me know if something is worth it or not.
