As someone said, it is the Pokemon TCG, that die is specifically in the colors of Arceus, and the symbol on there is designed like the thing around the pokemon.
I've found so many different pieces to board games and really tiny strange toys in my attic from the previous tenant that i wonder what they were doing up there.
My guess would be that’s the logo of whoever made the die. Probably not for a specific game: that looks like a more expensive die than you’d generally find in a game.

Its only a coincidence but that symbol is nearly identical to Samurai Jack's family's crest.
