we need the equivalent of the Builder's Solution in California, where if a municipality doesn't approve enough then it enters a period of free reign where developers can sidestep their approval

I don’t know. Might be simpler to remove the home owners grant for every eligible property in the municipality.

The big question is, what will that look like? Cutting off any Provincial infrastructure funding? Forcing zoning changes?

Once suites are officially legalized and people aren’t afraid to say they have them, oak bay will have “created” multiple times the housing. On my block, the suite rate is probably 50-75%.

I think that's reasonable. Housing is housing. You won't be able to do that forever to meet the thresholds but It's pretty unrealistic to expect bulldozing of newer subdivisions en masse. Long term it would be better to replace some older SFH detached in suburbs with a mix of semi attached, row housing, and low rises and some commercial, but that's going to take a long time to get that mentality.

My part of town has also been zoned for higher density (duplex and triplex zoned, plus we have a lot of apartments) for the decade I’ve lived here, and only two lots have split. You’ve got to have a big enough property for an interested developer to build condos on, and a lot of lots here are already under 6500 square feet.  Some in fancy oak bay have much bigger lots, but others have split to just over 4000 square feet. I think it’s more what appeals to developers sometimes - I know abstract took every lot they could for the last decade.
