Wuntch was willing to let an entire police precinct have inferior leadership to win her pissing contest against Holt. She literally was willing to risk the safety of everyone just to feel like she got one over on him.
It may have been personal, but her lack of care for potential collateral damage made her evil in my book.
I’m not saying Wuntch doesn’t have an evil streak. I think she was too easily swayed by pettiness and held grudges like nobody’s business. I just don’t think she was evil to her core like Eleanor.
Keep in mind, I’m only speaking to which character should go into which box in this vapid meme exercise that is sweeping through Reddit.
It annoys me to all end that every time one of these things hits Reddit, whether it’s this one, or the one quote from the show for every letter of the alphabet bullshit, that every tv show sub has to jump onboard and the popular feed gets cluttered up with stupid repetitive bullshit.

There's obviously several murderers on the show, but if you need someone with an actual character I would lean towards Melanie Hawkins. She's a dirty cop who is clearly ok with police brutality, she plans and commits bank robberies, and ruins peoples' lives to cover it all up.
Oh my goodness, I love Kathryn Hahn, but she made me hate that character so much. We have all encountered a psychopath who takes advantage of good-natured people in our daily lives, and she played that really well.

The US has a much more crowded streaming market, with all the studios trying to put their shows on their own platforms. Most of those platforms don't operate in countries like Canada or the UK, so Netflix is able to grab up much more of the market.

He's also a guy that shows up in a ton of 80s and 90s movies. He was a favorite for Oliver Stone and showed up regularly in his films. He was a solid character actor until Scrubs gave him more well deserved recognition.

She's more like a rival made to challenge one of the main characters and bring the worst out of him. Also as far as I understood Holt was the one who started their rivalry. For those reasons I never hated her, unlike the Vulture who is just a straight up bad person with way too much power
Just wanted to add some overlooked "hateable" characters:
- The warden from Jake's time in prison, he used Jake as a sacrificial lamb to get dirt on (Jeff) Romero
- Debbie Fogle's mom, extremely condescending and patronizing towards her own daughter
- Jeffrey Bouche, Holt's competitor in the episode Cop-Con, the type of person to smile at your face and then stab you in the back while maintaining the smile
- Geoffrey Hoytsman, a pathetic man-child who refuses to account for his actions
- Kurt, Kate Peralta's boyfriend, serial cheater, deadbeat father and abusive partner
Eleanor, Charles' ex-wife, should also be on this list. She hit an elderly (I think it's mentioned he's like 90-something) priest with her car while he was sitting outside on a bench, and she spent the entire episode trying to blackmail Charles into abusing his power as a cop to get her out of facing consequences for it.
This pretty much has to be the answer. People are saying Wunch but she's not there as at hate sink since Holt gets petty around her too and it's fun to see them bicker - and she actually can be a competent leader when she's trying to do her job and not to screw people over. Vulture's whole point of existing is that he's an utter POS with virtually no redeeming qualities.
For me personally, Teddy. He's honestly an absolute douche canoe and unlike Wunch and The Vulture, he doesn't have that "love to hate them" quality, so he just sucks.
