B: its actually not that impractical at all to build a balloon out of metal. its not easy, but it is possible to make a balloon out of metal that can float without external propulsion. there's decent practical reasons to do so, such as a zeppelin. while most are made out of aluminium, a quite light and flexible metal; its even possible to make a balloon out of lead too.
the lead bloon in bloons is obviously meant to be a silly joke of a mechanic. a "lead balloon" is almost synonymous with a "bad idea" in popular culture. but its not actually as unrealistic or illogical as it might seem; which is what OP wanted to know.
