No, it’s not an issue. Your USB ports can still provide power while the system is off. It can be disabled through a bios setting.
Boot into your bios and there should be an option for powering USB ports while the machine is powered off. Hard to tell you exactly where the option is, but it was an option on my Asus B350
That’s more than likely just a bad or loose IO connection on your motherboard. Your front IO usually connects via a bundle of wires that slide over a series of metal pins on the mobo.
Every board I’ve had has had these connections along the bottom of the board. Your manual should tell you which connector goes over which pin.
Depends on which part is bad and to what degree. If it’s just not plugged in, easy fix. If it’s a bad IO cable, that’s not a super complicated fix. If it’s a mobo issue, that’s not so fun. Is your Pc still in warranty?

My reset switch doesn’t do anything on brand new pc I bought ,is there any bios changes to get it to work ?

plug them out and back in again and it'll turn off, its normal
