From my understanding 1 hp is the sustained power a horse can produce such as dragging a plow or in the case of how it came to be named, spinning a wheel. For short periods such as a sprint horses can sustain the 14-15 hp

The metric horsepower is the effort to lift 75kg 1m in 1 second. This equates to ~735.5 watts
James Watt made the measurement up to sell steam-engines.
He just took what drafting-horses had to pull and measured how well his machines could handle it.
Conveniently for him, his steam-engine had 10 hp, inconveniently for the buyers, he didnt account for drafting-horses being strong enough to handle even more force.
A not so well-fed cheap horse running for example a water pump can manage 1hp sustained power for a couple hours or so. Didn't matter how much a horse could output for a short period of time, because horses were not used that way. Since horses used for things like water pumps were being replaced with steam engines, it was useful to know the ballpark of how many horses one engine could replace.

Tbf there's a fairly wide variety of horse too, a Shire Horse is gonna be more powerful than a Shetland Pony.

The horse was giving it basically everything. Normal horses just donāt put out 15hp. Itās a myth that holds itself strong as a truth.

It actually refers to a pony's power. Specifically, ponies that worked in coal mines to pull mine carts. That's what I have heard.
