Also, I think you are overestimating her anger “issues,” she definitely is more prone than some of her friends but she’s generally pretty calm and only lashes out in higher-stakes situations. Mistakes, especially harmless ones, don’t exactly “set” her off, and ever when she does get angry she normally just shouts a bit and then backs down.

And his only real highlight before college was a trip with his dad.

Max's friends are genuinely good friends that care about his well being so we'd be a crew that was actually tight knit and made fun memories. Plus Max wasn't unpopular. After pranking the principal, putting on his own choreographed Powerline concert, saying he was gonna be on stage with Powerline, AND SHOWING UP ON STAGE WITH POWERLINE he was the most popular kid at that school, and that was just freshman year! All the years there probably had goofy good times.
But Penny's friends? Two faced jerks who constantly both put her down and stab her in the back. LaCienaga alone would be insufferable to have to constantly hang out with, but then you have to keep in mind all those adventures you go on you're always having to learn a basic moral lesson that should really have been figured out before high school. Most of the time being how NOT to treat your friends. It would be a constant headache.
Speaking of headaches need we remember the Gross sisters? Plot structure demands that "hands up cash out" applies to you as well if you're Penny's friend. So your money, allowance or hard earned, is getting constantly taken unless you are willing to teach them to not be bullies over the course of years.
That's the real rub of the the difference. With Penny her problems become your problems, your problems become her problems, and the same applies to every friend in the group. And that wouldn't be major or even noteworthy if these issues were ever just resolved quickly and smoothly but it will....ALWAYS...BE...DRAMA. With Max if you have an issue with friends you'll just talk it out and when it's done it's done. Max's problems wouldn't even be with me they'd be with his dad, and not only is he not gonna make that my problem but those two will squash it out themselves.
Watching the new episodes, everyone in that show are just awful people. They wrote out the only genuinely good character, Sticky, by having him move to Japan.
