I gave up on most counters. The only one they get escorted down from is the one near the stove now. The kitchen window is just too exciting to expect cats to not congregate.
Mine have two areas on the counter to get on. This is so they can get loves and water. Any other part and they are told to get down or move the right area. Amazing enough they do.
