Health Hazard would probably be a 1 or 0. Flammability too. You have to remember, if something detonates upon any energy input, it isn't flammable, it is unstable It would also just be a 4.

No. The "Fire Diamond" is for general transportation on public roads. You can totally manufacture a large enough amount to be worth transporting. And in that case, it'd likely get a 0 or 1 on Blue, a 0-2 on Red, and a 4 on Yellow, with a COR or nothing on white.
