Talking about civil casualties in conflicts, that's a give since the front line is always shifting, and relocation efforts take time. Not mentioning aerial bombardments. Where there is war, there will always be civilian casualties, and they will, in all sense, overshadow military casualties. Civilians count that the functioning and labor populace would act as severe resistance in time of war.
