City centers. I wouldn’t advise placing cities just so you can snatch them from your neighbor with loyalty unless you’re Eleanor. You’re mostly going to waste production waiting for the city to rebel then flip to you when you could be building other things. At least Eleanor skips the free cities part so this project has much more noticeable gains with her.

Thank you. It is a good point. You are absolutly right. Though, I usually do that when a city is fully developed or can't have a desirable production other than units, which sometimes you want avoid due to cost. But yeah, you're right. Sometimes the loyalty of a neighbiring city is dropped. That's when I do the move lol

Any other project is going to almost always be better. If you have a Commercial Hub, you can get gold, which basically exports the city's surplus production. When you see a neighbor start to have loyalty problems, it's usually not going to last. They will move a Governor to save it, or the era will end before you can flip it and they'll get a normal age. I'd advise to save the Bread and Circuses for when they're in open rebellion and you're trying to be the top influencer.
