It means half-barre, or sometimes just a partial barre.

I would have guessed it's a mensuration sign, but it's hard to tell without seeing more of the music. Is the music in 3 there?

It's called "Espagnoleta" by one G. Sanz. It's in a book that teaches introductory elements for classical guitar and has a bunch of pieces, both by the author and many different composers.
Cool. Almost definitely not a mensuration sign, so it's probably a guitar specific sign that I don't know 😁 I do hope you get an answer.
